Cabinet clears revised Banking Bill


The Cabinet has cleared revised Banking Laws (Amendment) Bill 2011 with higher voting rights for banks. The Cabinet has approved the increased voting right limit in private sector banks from current 10 per cent to 26 per cent.

P. Rudran is new ARCIL chief

Mr. P. Rudran has been appointed as the Managing Director and CEO of Asset Reconstruction Company of India Ltd (ARCIL).
Arcil is the first Asset Reconstruction Company in the country to commence business of resolution of non-performing financial assets (NPAs) upon acquisition from Indian banks and financial institutions. It commenced business immediately after enactment of the Securitisation Act, 2002. As the premier ARC, Arcil has been playing the pioneering role in setting standards for the industry in India. Arcil has recently launched a retail NPAs resolution initiative through Arcil-Arms (a division of Arcil).

PSU Banks invite bids for ATM units


Public sector banks have called for bids to install 5,259 ATMs in Bihar and Jharkhand by March 31, 2014. The main banks in the consortium are Bank of Baroda, IDBI Bank, Corporation Bank, SBI and Allahabad Bank.

S&P cuts rating outlook of top banks


Standard & Poor’s Ratings Services has revised its outlook on long term counterparty credit ratings on 11 financial institutions to negative from stable. The 11 institutions are: Axis Bank, Bank of India, HDFC Bank, ICICI Bank, IDBI Bank, Indian Overseas Bank, Indian Bank, Infrastructure Development Finance Company, State Bank of India, Syndicate Bank, and Union Bank of India.

S&P cuts India’s outlook to negative


Global rating major Standard and Poor’s (S&P) has revised the outlook on India’s long term credit rating to ‘negative’ from ‘stable’. S&P cited slow fiscal progress and deteriorating economic indicators as the reason. India’s credit rating on its long term rupee debt has been kept unchanged at BBB-. This is the lowest investment grade rating issued by S&P.

Bank’s earnings to come under pressure due to Basel-III norms: Mr Anand Sinha


Earnings of banks are likely to come under pressure due to the higher capital requirements for the implementation of global risk mechanism, Basel III norms, Reserve Bank Deputy Governor Mr Anand Sinha said. He also said the banks would have to increase productivity in order to protect their RoE (Return on Equity).
Basel-III norms, proposed to be implemented from the beginning of 2013 till 2017, require the equity capital of a bank to be not less than 5.5 per cent of risk-weighted loans, as per the draft guidelines issued by the RBI. 

HDFC Bank, Wells Fargo tie up for fund transfer facility


HDFC Bank has entered in to a tie-up with Wells Fargo to enable US based NRIs to remit funds online or through phone to their beneficiaries in India. The San Francisco based financial services giant Well Fargo had entered into a partnership for remittance with ICICI Bank in 2005.

India ranked among the worst in global entrepreneurial performance


India comes in at 73rd out of 78 nations ranked in the Global Entrepreneurship and Development Index, GEDI, published by Imperial College Business School, George Mason University and the University of Pecs. Toping the list of the most entrepreneurial is the US followed by Australia.

Finance Minister’s US visit


The Finance Minister, Mr Pranab Mukherjee was Washington D.C to attend the spring meeting of the Fund Bank. At the meeting the member countries pledged to increase the resources of the International Monetary Fund by over $430 billion to help protect the world economy against deepening Eurozone debt crisis.

Foodgrain output to touch record high of 252.56 mt

Foodgrain production for 2011-12 will touch an all-time high of 252.56 million tonnes. The 3 per cent rise in output over previous year’s 244.78 mt was aided by higher wheat and rice output. Releasing the advance corp estimates, the Agriculture Minister, Mr Sharad Pawar said production of rice and wheat for 2011-12 will touch a record high of 103.41 mt and 90.23 mt respectively.

Base rate and BPLR


Base rate is the benchmark reference rate and almost all categories of loans are priced with reference to this rate. Banks cannot lend below this rate. One basis point is equal to 0.01 percentage points. The public sector bank plans to take up review of the bench mark prime lending rate (BPLR) shortly.

Restructured loans will account for 3.5% of total advances: CRISIL


The total amount of loans that are likely to be restructured by banks over 2011-12 and 2012-13 is estimated at nearly Rs 2-lakh crore, according to Crisil.
Bank’s non-performing assets are set to increase to 3.2 per cent by March 2013, from 2.9 per cent as at December 2011.

Losses of 62 CPSEs at Rs 21,693 crore


The losses incurred by Central Public Sector Enterprises (CPSEs) rose 34 per cent in 2010-11 to Rs 21,693 crore.

Jawaharlal Nehru National Solar Mission (NSM)

Under the Government’s Jawaharlal Nehru National Solar Mission (NSM) that started in January 2010, the country aims to have 2,000 MW of installed solar power generation capacity by 2013, which would be further increased to 10,000 MW by 2017 and to 20,000 MW by 2022. Reliance Power was one of the successful bidders to develop 470 MW of concentrating solar power capacity under the first phase of the NSM.

ADB to fund Reliance Power’s 100 MW solar plant in Rajasthan


To help boost private investment in renewable energy, multilateral lending agency ADB announced $103 million loan to Reliance Power for setting up a 100 MW solar plant in Jisalmer, Rajasthan.

Aviation sector can borrow abroad for working capital

The RBI has allowed aviation companies to resort to External Commercial Borrowing (ECB) for working capital purposes. The ECB will be allowed to the airline companies based on the cash flow, foreign exchange earnings and their capabilities to service the debt, according to the RBI notification. The RBI has given aviation companies time up to May 2014 to raise fund through the ECB route. The overall ECB ceiling for the entire civil aviation sector would be $1 billion and the maximum permissible ECB that can be utilized by an individual airline company will be $300 million.

Corporates got tax sops worth Rs 88,263 crore in 2010-11

Tax exemptions cost the Government Rs 1,38,921 crore in revenues in 2010-11, says CAG report on direct taxes. The Comptroller and Auditor General said that corporate sector accounted for 63.5 per cent (Rs 88,263 crore) of the revenue foregone of 2010-11.

The National Advisory Committee on Accounting Standards (NACAS) has been reconstituted. It will now be headed by Mr M.M. Chitale. The committee’s advice forms the basis for deciding accounting standards and policies to be followed by corporations.

Kudumbashree to be replicated in other States

Kudumbashree mission in Kerala that aims for empowerment of women through self-help groups, the Rural Development Minister, Mr Jairam Ramesh has said the Government was working to replicate the model in other states. The programme was launched by the Kerala State Government in 1998 for wiping out absolute poverty from the State through concreted community action under the leadership of local self governments. The programme has 37 lakh members and covers more than 50 per cent of households in Kerala. Kudumbashree means prosperity of family.

An international grains conference with focus on global and national grains market outlook for 2012 will be held in New Delhi on May 1.

SBI launches ‘virtual’ card for online transactions

State Bank of India has launched a ‘virtual’ electronic debit card for e-commerce transactions. The ‘State Bank Virtual’ card can be created by a customer using the banks Internet Banking facility with transaction rights. The product allows the user to create a virtual card for any online transaction and the customer is not required to share the details of the principal account on the merchant Web site. The features of the virtual card are: no charge on creation of the card and the customer can create any number of cards at the same time. The card is created for each online transaction and is valid for a maximum of 48 hours. The minimum amount with which the card can be loaded with is Rs 100. There is no upper limit.

Calcutta Stock Exchange brokers can now trade on NSE derivatives

The Calcutta Stock Exchange (CSE) has received market regulator Securities and Exchange Board of India’s (SEBI) approval to begin derivative trading to enable its members to trade on NSE’s F&O Platform.

BRICS nations keen on development bank

India and the other members of BRICS (Brazil, Russia, India, China and South Africa) grouping have agreed to establish a task force to come up with recommendations to set up a development bank.

India will further open market for least-developed countries

Four WTO members India, China, Chinese Taipei and Korea reported their commitment to open their markets for products from the least developed countries, to improve market access conditions for exports from the poorest countries.

India to join telescope building project

India has decided to join a project to construct the world’s largest telescope in the US for which a budget of Rs 700 crore has been sanctioned by the Department of Atomic Energy. Along with the US, Canada, Japan and China are members of the project and have started the early construction phase of telescope, which is expected to be completed by 2019.

CWC to operate check post at Attari

The Union Government has entrusted with the public sector Central Warehousing Corporation (CWC), the operation of the Integrated Check Post (ICP) inaugurated recently at Attari (India-Pakistan border in Punjab) in the presence of the dignitaries from both the countries. The ICP is set up by the Land Ports Authority of India under the Union Home Ministry at a cost of Rs 150 crore.

Indians continue to be among the world’s most confident people about their economy on account of moderating inflationary pressure and the easing of tight money policy stance of most economically confident nation for the second consecutive time. The World Bank has chosen Korean-American physician Mr. Jim Yong Kim as its next president. Mr.Kim will succeed Mr. Robert Zoellick, who will demit office in June.

TRAI sets quality norms for mobile banking services


The Telecom Regulatory Authority of India (TRAI) laid down ground rules for telecom companies offering mobile banking services. Under the new rules, mobile companies have to enable banks to complete a transaction within 10 seconds. 

Goods and Services Tax may happen from April 1, 2013

The Empowered Committee of State Finance Ministers has indicated that the Goods and Services Tax (GST) may be implemented by April 1, 2013. This indication comes after the Centre said it is willing to consider State’s demand on the issue of compensation for reduction in Central Sales Tax.

First repo rate cut in 3 years


The RBI Governor, Dr D. Subbarao, cut the key repo rate by 50 basis points to 8 per cent while announcing the annual monetary policy. This is the first cut in three years, after 13 hikes in the repo rate. The cut in repo rate comes even as the economy has been slowing over the last year. GDP growth decelerated to 6.1 per cent in the third quarter of last year, from 7.7 per cent in the first quarter. Headline inflation had moderated to below 7 per cent by end March, from about 9.36 per cent. The RBI has projected an inflation target of 6.5 per cent by March 2013. Its GDP projection for this year is 7.3 per cent.
                                                Consequent to the repo cut, other linked rates adjust themselves accordingly. The reverse repo rate (the rate at which banks the RBI borrows from banks) is now 7 per cent while the MSF rate (at which banks can borrow for emergency requirements) is now 9 per cent. The cash reserve ratio (CRR) remains unchanged at 4.75 per cent. The RBI has decided to raise the borrowing limit of banks under the MSF from one per cent to two per cent of their net demand and time liabilities (NDTL).
In a set of customer-friendly steps, the RBI announced that banks will no longer be allowed to levy penalties or charges for prepayment/foreclosure of home-loans.

Government allows FII in commodity exchanges


The Industry Ministry on Tuesday came out with a  foreign direct investment (FDI) document incorporating significant changes in the FDI norms by permitting FIIs to invest up to 23 per cent in commodity exchanges without prior approval and withdrawing facility of giving equity in lieu of import of second hand equipment in order to discourage import of sub-standard machinery.
According to a notification issued by the Department of Industrial Policy and Promotion's (DIPP's) on consolidated FDI policy, the Government has decided to liberalise the policy and to mandate the requirement of Government approval only for FDI component of the investment. Such investment by FIIs, in commodity exchanges, will, therefore, no longer require Government approval. This change aligns the policy for foreign investment in commodity exchanges, with that of other infrastructure companies in the securities markets, such as stock exchanges, depositories and clearing corporations.
The Government also issued a clarification on Non-Banking Finance Companies (NBFC) stating that the activity of ‘leasing and finance,’ which is one among the 18 NBFC activities, where induction of FDI is permitted, covers only financial leases and not operating leases. This provision intends to clarify the coverage of the term ‘leasing and finance’, in so far as the NBFC sector is concerned.

Govt looks to improve India's position in global FDI flow


The government plans to raise India's share in the global foreign direct investment (FDI) to 5% by 2017 by streamlining policies for attracting investments.
The Department of Industrial Policy and Promotion (DIPP) has set a goal "to increase FDI inflows to India by improving its global share from 1.3% in 2007 to 5% by 2017".
A report of the DIPP said that India has already emerged as one of the most preferred destinations for foreign investment and "this eminent position will need to be sustained".
Since in a globalised economy manufacturers have the choice to locate in any part of the world to get a competitive advantage, "DIPP will aim at sustaining this preferred location status for India," it said.
Experts said the aim is achievable provided some major economic reforms like FDI In multi-brand retail can be implemented on time.
"This can be done but for that there is a need to further improve the investment climate of the country," Ficci Secretary General Rajiv Kumar said.

Airtel to become the first to launch 4G services in India



Bharti Airtel, India's leading mobile service provider, is set to roll out broadband wireless access (BWA) services based on 4G technology in Kolkata on Tuesday.
With this launch, Bharti Airtel would become the first to launch this high-speed service. Airtel sources said that this would entail speed of 100 megabits per second when a subscriber is on the move and a far higher speed when at a fixed location. Which is way higher than the current speed.
Bharti Airtel said that it has selected ZTE Corporation, a listed global provider of telecommunications equipment and network solutions to plan, design, supply and deploy its 4G network in Kolkata.

North Korea positions rocket at launchpad


North Korean space officials have moved all three stages of a long-range rocket into position for a controversial launch, vowing to push ahead with their plan in defiance of international warnings against violating a ban on missile activity.
North Korea announced plans last month to launch an observation satellite using a three-stage rocket during mid-April celebrations of the 100th anniversary of the birth of North Korean founder Kim Il Sung. The U.S., Japan, Britain and other nations have urged North Korea to cancel the launch, warning that firing the long-range rocket would violate U.N. resolutions and North Korea’s promise to refrain from engaging in nuclear and missile activity.

India, Qatar enter oil and gas pact


India and Qatar on Monday signed six agreements in diverse areas, including a pact on cooperation in oil and gas exploration.
Prime Minister Manmohan Singh held talks with Qatar’s Emir Sheikh Hamad bin Khalifa al-Thani on a range of issues, including boosting trade and investment as well as energy ties between the two countries.
Issues relating to the welfare of Indian workers in the Gulf country were also discussed.
After the talks, Petroleum Minister S. Jaipal Reddy and Qatar’s Energy Minister Mohammed Bin Saleh al-Sada signed a pact on establishing a cooperative framework to enhance bilateral cooperation in oil and gas.
The pact envisages cooperation in the areas of upstream and downstream oil and gas activities. It is expected to encourage and promote investment and cooperation between two ministries of oil and gas and through affiliated companies.
Qatar, which holds the world’s third-largest natural gas reserves after Russia and Iran, has an LNG (liquefied natural gas) export capacity of 77 million tonnes a year.
Three agreements were signed in the fields of educational exchanges, cultural contacts and promoting tourism.
A memorandum of agreement was signed between the Reserve Bank of India and Qatar Central Bank. The pact will establish an arrangement for sharing of supervisory information and enhancing cooperation in the area of banking supervision.
Another pact on exchange of experiences, information and expertise in the field of legal affairs was also signed.

Manmohan - Zardari talks


Promising the prospect of continuous high-level engagements instead of meaning-less meetings, visiting Pakistan President Asif Ali Zardari and Prime Minister Manmohan Singh on Sunday held talks on various issues, including action against Jama'at-ud-Dawa chief Hafiz Saeed. Though Saeed was not the only subject, it was mentioned “upfront” by Dr. Singh. Dr. Singh emphasised need to prosecute Saeed, the alleged strategist behind the 2008 Mumbai attacks, during the 40-minute one-to-one talks. He said action against all those involved in the terror attacks in India would be a major issue by which people here would judge their ties with Pakistan.

Mr. Zardari referred to the legal issues involved and both leaders agreed that a structured discussion on Saeed could be held during the coming Home Secretary-level talks in Islamabad. They were also hopeful of the meeting easing the onerous curbs on travel that had stifled people-to-people interaction, Foreign Secretary Ranjan Mathai told journalists.

Outcry as Gunter Grass poem strongly criticises Israel...

During his long literary career, Gunter Grass has been many things. Author, playwright, sculptor and, unquestionably, Germany's most famous living writer. There is the 1999 Nobel Prize and Mr. Grass's broader post-war role as the country's moral conscience — albeit a claim badly undermined in 2006 when it emerged that the teenage Mr. Grass had served in the Waffen SS. But at the ripe old age of 84, Mr. Grass has triggered a furious row with a poem criticising Israel.
Entitled What Must Be Said and published in the Suddeutsche Zeitung, the lyric warns of a looming Israeli aggression against Iran. It argues that Germany should no longer deliver nuclear submarines to Israel that might carry “all-destroying warheads.

There is no need to spend so much on LHC experiment


Father of String Theory and noted physics scientist Holger Bech Neilsen of Denmark has said that contributions from the Large Hadron Collider (LHC) at CERN are over-rated and that there is no need for spending so much on the experiment.
Interacting with the students and faculty of National Institute of Technology (NIT), Warangal, Prof. Neilsen said that he discouraged spending huge funds on such research projects.

Cheques, DDs valid for 3 months


Banks will stop honouring cheques and draft if they are not presented within three months of the date of issue as against six months earlier. The decision to reduce the validity of cheques, bank drafts and other instruments to three months announced by RBI earlier came into effect from April 1.
